Annual additions, closures and recovered capacity

Closures are negative. Recoveries restore availability without adding installed capacity. Unitemized net reconciles selected named projects with IEA Table 4. Its gross additions and closures are unknown and it is excluded at the default 0% planned delivery.

OECD versus non-OECD capacity

Historical OPEC series and conditional IEA-based paths remain separate. Regional boundaries and vintages differ; the discontinuity is not a refinery closure.

Historical observations and source schedule

Reference opening-2026 capacity is IEA 2024 installed capacity plus its 2025 net schedule. It is an estimate, NOT a measured 2025 total. OPEC observed totals are shown separately because coverage differs (IEA includes condensate splitters). No 2025 project is added twice. Sitra’s 120 kb/d originally scheduled in 2026 is explicitly reclassified into opening capacity after its December 2024 inauguration; it is not added again. This timing reconciliation retains IEA’s rounded increment rather than mixing the operator’s different rated capacity.

IEA’s April report identifies the facilities below. Plant-level loss, recovered production and remaining unavailable capacity have not been verified, so no numerical recovery is invented. The outage controls test a hypothesis; they do not assert a repair forecast.

IEA September 2026 OMR reports August global runs of 81.4 mb/d and a 1.6 mb/d combined Gulf/Russian net diesel-export fall versus February. Neither is converted into damaged refinery nameplate; export losses are not deducted from production.

Equations, assumptions and source dates

Ending capacity = opening + delivered named additions − closures + selected unitemized net. Annual available capacity accounts for commissioning/closure fractions and exceptional outages. Throughput = annual available capacity × utilization. Refinery diesel = existing throughput × existing yield + new throughput × incremental yield. Supply adds the selected biodiesel allocation; balance = gasoil/diesel supply − gasoil/diesel consumption. Recovery changes availability only.

  • This is a conditional capacity-and-yield model, not an agency forecast or a measured global balance.
  • Unknown project status is conservatively planned. Planned projects and unitemized source residuals are excluded by default; increase their delivery percentage to explore the full dated IEA schedule.
  • 80% operating utilization and 32% diesel yield are editable scenario assumptions, not measured world coefficients. IEA 2024 utilization is about 78%; US EIA distillate yield was 30% in 2025. Global configurations differ.
  • The sensitivity envelope varies utilization by +/-2 percentage points and both diesel yields by +/-3 points. It is not a statistical confidence interval.
  • Commissioning and closures use half-year availability unless a dated event supports a different fraction. Gross annual source changes are only partly itemized; residual net changes are shown separately.
  • Temporary unavailable capacity defaults to zero because a reliable current offline-capacity total and recovery timetable are missing. This is an undisrupted reference, not a claim that outages are zero. Utilization includes normal maintenance; the outage input is an additional exceptional loss.
  • Demand A follows the actual IEA plateau-then-decline path, rather than falsely calling it a continuous decline. Flat and growing demand use the 2024 observed IEA estimate of 28.3 mb/d.
  • Potential annual production is throughput times yield; other products compete for conversion and hydrogen. Inventories, logistics, CTL/GTL diesel and product quality are not fully modeled. A positive balance is potential adequacy, not guaranteed delivery.

Table p15 includes total product demand; Table5a biodiesel includes renewable diesel and, per p79, biojet/heating oil. An editable allocation excludes biojet. CTL/GTL gasoil is not quantified here and remains an omitted supply term.

Definitions, coverage, arithmetic and limitations.

Will refining capacity be sufficient through 2030?

The annual model tests potential gasoil/diesel supply against consumption. Its result depends strongly on yields, utilization, delivery and outages. If the sensitivity range crosses zero, the selected evidence does not establish either a certain structural deficit or surplus.

What years are actual observations?

The solid OPEC capacity series covers 2021–2025, with throughput available here for 2024–2025. IEA’s 2024 capacity is a historical estimate. Opening 2026 reference capacity is estimated using its dated 2025 schedule, not presented as observed 2025 data. All modeled 2026–2030 points are conditional projections.

Why are OPEC and IEA lines separate?

Capacity boundaries and source vintages differ, including condensate splitters in the IEA definition. Joining the series would turn a definition change into a fictional capacity loss. The model keeps its IEA reference consistent and shows OPEC observations separately.

When would a diesel shortage end?

The first non-negative modeled year is a conditional threshold, not a repair forecast. The page does not establish a measured global shortage or a certain end date. Product specifications, regional demand, inventories and transport can produce shortages despite adequate aggregate capacity.

Can crude supply be ample while diesel is tight?

Yes. Distillation, upgrading, hydrogen and desulphurization constrain product output. Crude supply does not by itself add these capabilities or guarantee that diesel can reach importing regions.

How does the annual capacity identity work?

Ending installed capacity equals opening installed capacity plus delivered additions minus permanent closures plus the selected unitemized net source change. Each ending value becomes the following year’s opening value. Recoveries never increase installed capacity.

What is the unitemized net change?

IEA Table 4 gives regional net changes, while Table 4b names selected large projects and closures. Their residual cannot honestly be called gross additions. It is displayed separately, excluded by default, and never added on top of the full source total.

Are announced projects guaranteed?

No. Unverified construction status is classified as planned and excluded by the default zero planned-delivery setting. Construction delivery is a separate input. Unknown commissioning years and cancelled or delayed projects are excluded from annual allocations.

How is commissioning timing treated?

Undated within-year commissioning assumes half-year production availability. Balikpapan’s January 2026 inauguration uses 11.5 months; Benicia’s end-April closure uses eight months of loss. Year-end capacity and average production capacity remain separate.

How are completed projects kept out of future additions?

Entries dated 2025 or earlier are already in the reference base and are never added again. The source ledger is dated; a forecast date does not prove that commissioning actually occurred. Later verified changes require a reviewed reconciliation.

Does a 300,000 bpd refinery produce that much diesel?

No. At 80% utilization and a 32% diesel yield, 300,000 bpd of usable capacity produces about 76,800 bpd of diesel on a full-year basis. Partial-year commissioning reduces that year’s contribution further.

Are the default yields measured global values?

No. The 32% defaults are editable scenario coefficients. US EIA distillate yield of 30% in 2025 provides context, but does not establish a worldwide yield. The sensitivity band varies yields by three percentage points and utilization by two.

What does scenario A assume?

It follows the actual IEA Oil 2025 gasoil/diesel path: a plateau near 28.5 mb/d in 2027–2028 followed by decline to 28.3 in 2030. It is not falsely described as falling in every year and predates the 2026 disruptions.

What do flat and growing demand mean?

Flat consumption holds the IEA 2024 historical gasoil/diesel estimate of 28.3 mb/d constant. Growing consumption compounds that base by the editable annual rate; 1% is an illustrative default, not an agency forecast.

Why include biodiesel separately?

IEA total product demand is supplied partly outside petroleum refineries. Its biodiesel table includes renewable diesel and other distillates such as biojet. An editable allocation, default 90%, is a scenario assumption for gasoil/diesel supply. CTL/GTL diesel remains an unquantified omitted supply term.

What does zero exceptional outage mean?

It is an undisrupted reference, not evidence that no refineries are offline. Public reports identify damage but do not establish a complete current offline-capacity inventory. Normal maintenance is already represented in utilization; the outage input represents additional exceptional losses.

How does recovery change the result?

The selected fraction of exceptional unavailable capacity returns from the start of the chosen year. Throughput and diesel output rise, but installed capacity does not. Recovery dates are scenario choices, not claimed facility restoration commitments.

Is the spare-diesel table a measured world total?

No. It illustrates regional operational headroom using dated IEA capacity and runs, assumed practical utilization ceilings, diesel yields and deliverability haircuts. Its lower bound is zero and there is no global total. US/Canada is left insufficient where the source group includes Mexico.

Do export losses equal lost global production?

No. Shipping restrictions, domestic consumption and inventory changes can reduce exports without the same production loss. JODI gross exports and IEA net-export disruption figures are kept separate and never subtracted again from modeled output.

How are sources refreshed?

The monthly JODI pipeline refreshes country submissions. Reviewed annual assumptions, projects and outage evidence retain their original publication dates until manually checked. A new generation timestamp is not a new forecast vintage. Source inputs and ledgers are downloadable.
